Phing 2.3.1

We have released version 2.3.1 of Phing, which we expect will be the final release for the 2.3 branch.

This release is primarily a bugfix release and does not introduce fundamental changes. Please take a moment to look over the changelog, though, so to see a list of bugs fixed and enhancements committed. Note that version 2.3.1 also updates the license to version 3 of the LGPL.
