Separate docs from phing package

Description

Unless the pear installer does not support omitting docs, it would be useful if there were two packages on the phing pear channel:

  • phing (which has phing-docs as optional dependency)
  • phing-docs

Since most people don't need the docs on integration servers but on their normal development machines, docs are wasted space.
